Windows 10: Page fault in nonpaged area after fresh install.

I got this BSOD few months ago when updating something in Windows Update, it fixed itself after few restarts. Today I wanted to fresh install Win 10 and I got into a loop of this BSOD. Tried everything from installing again to all the troubleshoot options. It eiher crashed before log in screen or a minute or two after.

I switched RAM channels, tried with one stick, still the same. I took my old PC and swapped RAM sticks and still BSOD.

After that I've put the HDD into the old PC and it works, no crashes.

Does it mean that it is a hardware issue? All I know that it's not HDD or RAM. Keep in mind that I cannot even run the Safe Mode... I was playing games and doing other stuff today before the fresh install and everything was normal.
