Windows 10: Password expires despite unlimited password age

Hi,
Windows 10 Home is asking me to change the password for my local account. It is also enforcing complexity rules and remembering past passwords.
As far as I can see it should not be doing so.
I have noticed that something is resetting PasswordExpires=TRUE. I can reset this to FALSE but within a hour or so it has been reset to TRUE. This is also happening for the other local account and also for a test account that has only just been created and never used.
This behaviour started about two months ago.

Any ideas where I need to look and what I need to change?
