Windows 10: PC is in a infinite boot

I have a Acer Aspire Desktop and at the moment my PC is in a loop boot, it shows the Acer Logo but can't get past that, I can also access my Bios, I've tried using safe mode but can't get it to pop up before the computer shuts off and goes back on, is there a way to change something in Bios possibly or something else?

Chrome kiosk create infinite window

Context

I'm trying to configure Windows 10 to boot directly on chrome in kiosk mode so the user can only see the webpage.

So I've followed those steps and launch Chrome in kiosk mode with the selected webpage.

Issues

Unfortunately, there is one more problem :

When I reboot sometimes (Once in three) Chrome open an infinite amount of Chrome browser, not new tabs but new windows.

Expectation

My needs for this system is to be fully optional anytime even if I ghost this OS on hundreds of device. So if anyone has an idea or suggestions, I will be thankful.

Reading the description that you provided, we may need to take more steps for us to resolve your concern about the boot-loop of your computer. To start with, we suggest that you boot the computer in

Safe Mode.

While in Safe Mode, perform a clean boot on your device. Clean Boot temporarily disables all third party applications as well as all Microsoft non-essential services so only basic drivers will run. This will help us find any third-party
software which can be the cause of this issue.



Here are the steps:

• From Start, search for
  msconfig.
  
• Select System Configuration from the search results.
• On the Services tab of the
  System Configuration dialog box, tap or click to select the Hide all Microsoft services check box, and then tap or click Disable
  all.
• On the Startup tab of the
  System Configuration dialog box, tap or click Open Task Manager.
• On the Startup tab in Task Manager, for each startup item, select the item and then click Disable.
• Close Task Manager.
• On the Startup tab of the
  System Configuration dialog box, tap or click OK, and then restart the computer.

A possible third party software may be causing this issue on your device. Please observe the computer if it keeps doing a boot-loop after these steps.

Windows 10 Infinite Boot Loop

Any suggestions ? What should i do? My 1st boot priority is already set to cd/dvd but still detects sata device 2 as the dvd
