Windows 10: pc ran into a problem and needs to restart

i just recently got my pc. i was just using it and all of the sudden the blue screen saying "your pc ran into a problem and needs to restart" and its been stuck on 0% for a few hours now. it doesnt move on or anything its just been frozen on 0%. ive looked up if i can do anything about it and ive tried everything that has been recommended and nothing works!!! it doesnt even let me shut it down or click anything else, it just stays stuck on the blue screen no matter what i click!! please help asap i dont know what else to do

PC RAN INTO A PROBLEM AND NEED TO RESTART. ERROR: NTFS_FILE_SYSTEM

I suggest you to try startup repair using Windows 10.

• On a working PC, go to the
  Microsoft software download website and create Windows 10 installation media.
• Insert the installation media you created, and then restart your PC.
• On the Install Windows screen, select Repair your computer. (If you’re not seeing this screen, your PC might not be set up to boot from a drive. Check your PC manufacturer's website for info on how to boot from media, and then try again.)
  
• On the Choose an option screen, select Troubleshoot. Select
  Advanced Options >Startup Repair.

I suggest you to run check disk provided by Isha Soni to fix the issue, by downloading Windows 10 to a USB.
