Windows 10: PC Runs for half a second then shuts down

Hello, I have a newer PC. I just installed a new MoBo today. I was done and ready to load the OS (Windows 10 Pro)
I turned on the PC and the fans ran for about half a second then shut down. I checked all my connections and they were good. Including the header for the switches and LED lights. I then disconnected one thing at a time i.e. fans, and other misc power connections, and did the start procedure again each time. Same thing happened every time. I then thought maybe something was not connected correctly, so I took the entire PC apart MoBo and all and checked the CPU and memory, they all were good as well. Put it all back together and the same thing happened.

No Beep codes.

Do you have any clues for me to try to get this working?

Motherboard: Gigabyte B250-HD3
CPU: Intel Core i7-9700 Coffee Lake 8-Core 3.0 GHz
CPU Fan: Noctua NH-L9i 92mm SSO2 CPU Cooler
Memory: CORSAIR Dominator Platinum 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3333 (PC4 26600)
PSU: EVGA SuperNOVA 1000 Gold

CPU and Memory are a year old, purchased new.

PC only shuts down on a second try

I posted here yesterday asking for help on a similar problem yesterday: GPU keeps working (fans spinning) for a few seconds after shutdown - Windows 10 Forums

Basically, what happens now is as follows: When I press shutdown from start menu and the PC screen goes black at the end of it, I can hear components stopping their work, but pretty much all fans keep working (PSU fan, case fans, GPU fans). They work for 20-30 seconds and then I hear a Mobo beep (the same one you hear when you turn on your PC) and the PC boots back like it's nothing. When I reach login screen and shut down again from there, the PC fans again keep spinning after components turn off, but only a few seconds this time. The PC components then turn on and immediately turn off together with the fans.

Sorry for the poor phrasing, English is not my native language and I try my best here.

This complicated double-take shut down process only began after I disabled fast startup in Windows 10 (some guys on various forums suggested that I do that). Before I disabled them, the problem was like the one I linked to in the beginning. The whole problem started after I installed a second HDD. During the installation I also removed the GPU to allow me to fix some cables.

Besides the shut down, the PC seems to be working just fine. No crashes, no BSODs - nothing. Only this strange shut down.


Things I've already tried:

• Disabling fast startup
• Removing my second hard drive
• Changing its SATA plugs
• Changing SATA cables
• Changing HDD power connector cables
• Removing and putting back the GPU
• Updating chipset driver
• Shutting down from login menu

 

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??

 

My pc takes for ever to shut down when i restart

Suggest cleaning up your startup list .There may be many services / Apps you can remove on startup which is not needed on boot or during shutdown.
Before you shutdown the Pc check what is running in Task Manager as a program or service in not killing the process on shutdown

Would suggest cleaning up running apps and services -Autoruns, StartupMonitor,HighjackThis,
Malware Scan - Malwarebytes,ADWcleaner, Combofix
