Windows 10: Peculiarities surrounding Windows 10 Cumulative Update preview KB4580386 for version 1909

About a week ago I noticed an optional update file, KB4580386, on my Windows Update screen. However, when I clicked on the button to download and install said update, my laptop didn't even bother installing it. No error messages or anything, Windows Update simply refreshed itself and said my computer was up to date. Since then, whenever I check for updates, file KB4580386 doesn't show up at all. Today I was fed up with getting my laptop to download it on its own and decided to install the update manually. The manual installation was successful, but I would still like to know why my laptop didn't bother installing it on its own last week.

Hi Since I could see that the update package came out this last Oct-20 is a preview, I want to ensure if KB this will be included in November cumulative update (not the preview one)

Lately Microsoft have been releasing preview updates, there is no need to install those, unless your system is experiencing specific issues

All the preview updates, including KB4580386 will be included on the Patch Tuesday Cumulative Update on 10th November
