Windows 10: Pin to Desktop and Stick where pinned

There may be a reason this can't be done or if it can, I have just not found it.*Sad
Is there any way to pin an icon to a specific point on the desktop and make to STAY there? No matter what type of re-arranging is done to all other icons, I want it to be permanently located in that one specific location on the desktop.

I have tried using Stardock's "Fences" but it seems to have other issues when used for this and I am hoping there might be a registry setting that would allow fixing the location for things in the same way the main desktop icons are always located together without regard to spelling when sorting by name. (Though even this is reversed by the sort-order alternating from ascending to descending).

Is a 3rd party app the only way to do this and if so, are there any other than Fences i can try?

Where did Internet Explorer go?

Make sure to pin IE to your taskbar. I hate Edge and will stick with IE for now. Where did Microsoft get input for Edge? It's horrible.

If you are trying to pin the excel workbook to the taskbar.

Follow the steps below.

  Click on the start menu, select the icon and right-click on the icon.

  From the list, select pin it to taskbar or pin it to start.
  

Also, you can drag the icon from the desktop and drop on the task bar.
