Windows 10: pop up window

Can anyone tell me what this screen shot image is. When I boot up my machine it sometimes appears.





I have run Malware-bytes which gives me a clean machine. You can see from the clip that there is a scrollbar which shows more of the same.

Am not sure if the characters are Chinese.

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
