Windows 10: Possible system 32 and/or SpeechRuntime.exe error

I can use discord and firefox, but every time I try to open another app it'll give me a speechruntime.exe error or a "the specific procedure can not be found." I can't reset pc it gives me an issue everytime i try. I dont know what to do.
