Windows 10: Power button on Start menu unresponsive in the lower half

I've noticed that the Power button on the Windows Start menu of my laptop is unresponsive when clicked anywhere in the lower half of the button. The problem is quite evident from just hovering over the lower half of the button - the button doesn't get highlighted until crossing in the upper half screencast below. Start button unresponsive

I recently installed Windows 10, and the Start button is unresponsive -- no start menu, no way to Shut Down or Restart. The only way to turn off my desktop PC is with the power button. I was taught that such "hard shutdowns" aren't good for a computer
and should be avoided if possible.

These two options:

 

Start Button displaying but not working


The start button was working until there was a forced reboot (power failure). Then left click (normal click) over the start button does absolutely nothing. Right click brings up a menu but "programs" and also "settings" are missing and not included on this list. Search or Task View buttons do not work either with "normal" click. Does anyone have any suggestion or fixes?
