Prevent windows from extending below the taskbar

Whether I'm using a browser, or multiple Excel 2013 workbooks, it's common that their unmaximized window extends below the taskbar (without auto-retract) , making access to the window's scroll bar awkward.

I can't count the times I've repositioned a browser window, only to find it later (after several open/close cycles) extending into the taskbar area.

Is it no longer possible to have non-maximized windows respect the taskbar location?

    Win10x64-1903

    :)
