Windows 10: Problem after reset windows 10 with remove files option

Hello, I was trying to reset my PC and chose “remove everything” option but immediately after the reset operation complete a log in window with my old user appears asking for the password, after entering the password the following window appears : After that I restart my PC in safe mode and log in to my old user but all what appears is a black screen with a cursor.What should I do to create a new user and start working as normal on my PC ?

Reinstalling Windows 10 to sell a PC - is the 'Remove everything' option enough?

Restore factory settings do list Removes your personal files, apps and settings, and reinstalls the version of Windows that came on this PC.

So if this isn't true well than just erase the drive and install a clean Windows 10 with all the drivers u need but why should it be true

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.
