Windows 10: Problem Burning an ISO file

I am running windows 10 1903. I recently downloaded an ISO file that I need to create a DVD from. In the past if I right click on the file I had the option to "Burn Disk Image" I am not seeing this option anymore and want to know how to create a disk from and ISO file.

Burning Files To cdr

I tried to drag a .txt file to the burn list, as suggested above, but it will not drop in. I get a message "+add to burn list" but I cannot get it to drop into the burn list. Is there another step I am missing?

Burning .ISO files must be manually located in order to add them on your CD burning wizard. This means that If the file is not available in your
Library folder, you will need to search its file path. To further assists you with burning CD’s, we’d like to ask you a few questions:

• Which version or build of Windows device are you using? To know, press Windows + R to open the Run window. Type
  winver and press Enter. A new window will open showing the version and build number of your Windows device.
• What is the program you are using when you burn a CD?
• What is the make and model of your computer?
• Are you using a desktop computer? If yes, what is the brand and model of your CD drive?
• Where is the location of your .ISO file saved?
