Windows 10: Problem connecting from to windows 10 to 98SE

My network contains: Microsoft Windows 10 Pro Version10.0.19043 Build 19043 Netgear R7000 router. I am trying to connect from Windows 10 to a Windows 98SE computer connected to the router by Ethernet cable. The current situation is that the Win98 name, TOWER, appears in Networks of Win10 File Explorer. But selecting it produces an error. Here are the error messages: "The remote device or resource won't accept the connection." "The device or resource (TOWER) is not set up to accept connections on port 'The File and printer sharing (SMB)'." Network Diagnostics Log File Name: 790F923D-DB80-4460-8825-815ECEBE15BE.Diagnose.0.etl Other Networking Configuration and Logs File Name: NetworkConfiguration.cab Collection information Computer Name: DELL-T1700 Windows Version: 10.0 Architecture: x64 Time: Monday, August 09, 2021 1:50:03 PM FYI: I can Ping tower --->192.168.1.8 (not always the same number) and with file Explorer, \\192.168.1.8 connects to all drives and folders on Win98. How can I go about fixing "File and Printer Sharing"? I assume it is it is controlled from within the Win98.

Windows 10 upgrade problem, no input accepted

i've seen this when the stock USB drivers went kaput. Only ever seen it once - i used a PCI USB 2.0 card and connected the mouse and keyboard to that, and manually updated the USB 2/USB 3 drivers.
