Windows 10: Problem downloading installation tool - Error Code: 0x80070005 - 0xA001B

I keep getting the above error code as I am trying to download the tool to install Windows on a new PC. Please advise. Thanks.

Trying to download windows 10 to a media device (USB) for installation on another PC and keep getting this error. Am wondering if I should be following the steps suggested for error code: 0x80070005-0xA0019 ?
