Windows 10: Problem formating pc with Windows 10 OEM DVD, stuck at windows logo

Thank you for your suggestions. If I understand correctly, you are suggesting that I don't use the Windows 10 DVD I bought and instead download a new ISO from Microsoft and use MCT to create a bootable usb? If this is the case:
a) Do you suspect the issue I am facing might be due to the Windows 10 OEM DVD?
b) If I go ahead with this, will the product key for the Windows 10 OEM I bought work with the one I will download and burn to a usb and use to format the PC?

I disabled the floppy drive from BIOS, I don't know if I can or there is something else to disable. I don't see anything that refers to Bluetooth in BIOS or Device Manager. In general, I don't know how to troubleshoot this error. I tried looking in Event Viewer for the events reported by the antivirus and anti-spyware programs just in case it said anything more as to what is this device that causes issues but I couldn't find anything.

 

I honestly don't know what the issue is. Having alternate install media can't hurt. Even trying to install by another method may work, like installing via USB instead of optical media. It's always nice to have options. Your key should work without issue. The MCT ISO will look for and use OEM embedded keys, so manually entering an OEM key shouldn't be an issue. I would unplug anything not needed for the PC to POST. Unplug any USB devices other than your keyboard and mouse. Unplug any USB printers, all in ones, scanners etc. If you can connect it with a wired connection instead of WIFI I would do that too, if it isn't already using Ethernet. Also check you current DVD to make sure it isn't scratched or has smudges fingerprints etc on it. You might even want to set your BIOS to fail safe defaults.
