Windows 10: Problem with acess

Hello, So I really got an issue with my pc and I have no idea.It will keep comming up, that I do not have permission to a specific file or device. I first thought it could be the administrator but I am already one, but I cannot access my administrator rights I'll try to run cmd as administrator it will come up saying I don't have permission again.I've even tried to reset it where I click on it a couple of times, where I then leave it but it will remove it self of the settings application.This is really frustrating me, cam anyone help out?

Quick acess Desktop shortcut problem

So, I started to use Quick Acess and everything seemed ok. But the thing is that, the 'Desktop' shortcut isn't showing my own desktop. It's only showing my program/games icons. Can you guys help me?

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.
