Windows 10: Problem with Notifications in Action Center

I am having a weird issue with notifications for the Action Center.


It will work correctly for a while after a reboot (i.e. the icon will change to white with black lines and the proper number of notifications will show up) and then after a while (still not sure what triggers this) it will get "locked" into a particular number of notifications. For example, right now, regardless of how many new emails, calendar reminders or other app notifications there actually are in the action center it will always show as 2 notifications. Upon opening the action center the icon goes back to the no notifications and the number disappears until the next item comes in. At that point the number will just go back up to whatever it is stuck at (again, right now it's 2 but the other day it was 18) regardless of how many new items actually have come in since the last time I opened the Action Center.


At the same time (I suspect these are related issues) I have badges turned on for Windows Mail (so the number of new emails will show in the taskbar icon) and at the same time that the notification center gets stuck I will no longer get badges on the Windows Mail icon.


This is a nearly new (only had it a month) Windows 10 Pro computer, fully patched at version number 1809. It has also been doing this pretty much since I got the computer. Just now getting frustrated enough with it to see if I can get it fixed.

To stop action center notifications, I suggest you to follow the steps given below:

  Type settings in search bar and hit
  enter.
  
• 
  Go to system.
  
• 
  Select notifications and actions.
  
• 
  Click on turn system icons on or off.
  
• 
  Turn off action center.

Let's follow these steps to disable action center:

• Click on Start, type notifications in the search box.
• In the list, select notifications & action settings.
• On the right side, click on turn system icons on or off.
• Turn off action center from there.
