Windows 10: problem with something running in the background making my computer unusable

I have a problem with something running in the back ground. that makes my computer unusable. When I do ctrl alt delete it takes like 5 minutes for task manager to pop up. when I finally get their I dont remember exactly what the error is is but it says it had something to do with cortana. I tried following the instructions on how to disable it. which was ridiculous, plus I didn't want to disable here because I happen to love having as an assistant. I dont know what made here go rogue but it happened after the *** update. my computer is less stable than windows ME. I need to know how to fix this mess and fixed to were cortana works. window ten was fine how it was why all the updates. I cant even get it to uninstall the last update. It starts to but after about an hour it says your computer now up to date. I dont want it up to date I want it to work. How do I go about fixing this

• Open the Start menu or Start screen and select “Settings.”
• Click or tap the “Privacy” icon in the Settings.
• Scroll down to the bottom of the list and select “Background apps.”
  
• You’ll see a list of apps that have permission to run in the background with an “On/Off” toggle.

Just bear in mind that, apps normally run in the background to update their live tiles, download new data, and receive notifications. If you want an app to continue performing these functions, you should allow it to continue running in
the background.

Need some advice on computer problems.

Run HDtune (free version) on you hard drive. but most likely that the problem. You can also test your memory with Memtest86 as suggested above

• Scroll down to the bottom of the list and select Background apps.
