Windows 10: Problems gaming on my main user profile

Since like mid 2017 i've had problems playng CSGO on my main Windows user profile. The game stutters massively and have very high input lag. The CPU clock speeds go below 1.9 GHz (2.6 GHz is the usual) so I assume it's thermal throttling. But it only happens in my main user! The other user I created only to play the game is relatively fine, but it's very annoying having to change users every single time I want play. I've updated Windows multiple times, reinstalled the game and it's still the same. My laptop is not a gaming one but handles the game fine. Any tips to solve this? Thanks.

• Are you trying to copy a local user profile to a domain account?

User Profile Service failed

To resolve your concern, we suggest that you follow these steps:

• Copy the Default folder (in C:\Users) from another windows 10 computer.
• Rename the Default folder to something like DefaultOLD (just to keep it for safety reasons).
  
• Paste it in your Users folder.
• To make sure that you won't have problems with permissions of the "implant" folder, just transfer it via a FAT/FAT32 formatted USB stick (those filesystems don't have permissions).

This will provide solution to the error User Profile Service failed.
