    After leaving the laptop for a few hours yesterday and re-checking for updates, Windows Update reported that update KB4032188 was ready to install! Whoop-dee-doo! So I let it install, which took ages, and after a few restarts Windows said it was "Working on Updates" and got to a point about 75% done and then Windows said (I paraphrase): "Sorry, can't install, giving up, undoing everything, tough cheese."

    And then it locked up. No little rotating dots, no obvious activity. Left it for an hour or so and then powered off. After restarting, it was still at version 1703 build 15063.0.

    Then, this morning, at a different location - different WiFi - I was showing the problem to a friend, i.e. that the laptop would not update, and I also clicked on Windows Update to show him the pending updates.

    And again Windows reported that the update KB4032188 was ready to install. So I allowed it to start installing and, amazingly, this time it did install. Whoopee! So now the laptop is at version 1703 build 15063.502.

    Now, this afternoon, I went to Windows Update again and saw that another update was available: Definition Update for Windows Defender...

    But I also noticed that that message was followed by:

    "Updates are available. We'll download them when you are not using a metered connection or you can download 0.43 MB-0.43 MB using your current data connection (charges might apply). You might still need to connect to unmetered Wi-Fi for some updates". (My colouring)


    So that message triggered some questions:

    1. Does Windows think I am on a metered connection? I am not.
    2. Is that why the update KB4032188 wouldn't download/install properly at my home?
    3. Is that why it did install at a different location this morning?
    4. How do I tell windows the connection is not metered?

    After Googling all the above, I found in Wi-Fi Settings, "Manage known networks", "Properties": my home network was set as metered, and the other location was set as not metered. So this looks like the cause of the problem all along.

    Now all networks are set to unmetered.
