    I bought a Dell OptiPlex 990 and a AMD Radeon HD 7670 graphics card the listing was kinda sketchy tbh. I recently installed it into my pc, following a tutorial just to make sure I didn't do anything wrong. After installing it I plugged my monitor into via a vga cable and that worked perfectly. My problems are that 1: my gpu doesn't show up in the performance tab in task manager image below, and 2: my bios doesn't give me the option to "enable my gpu". the only solution besides enabling my gpu in bios was to re install my drivers which I just did multiple clean installs of moments before.
