Windows 10: Program for blocking out blue light

Does anyone know of any lightweight program that can block out blue light and can, preferably, be switched on and off by a global hotkey?

Win 10 has the night light, or whatever it's called, function natively, but I'm hoping for something that can use a global hotkey.

 

W10 upgrade stalled. No % complete. Stalled on light blue four block icon

I am attempting a W10 upgrade from W7 SP1 on a Toshiba Satellite L755. Upgrade is now running 9 hours. I am using a 30M fiber connection. All I currently see on he screen is the Window Icon, all four blocks in light blue on a black background. I do not
see anything else. No % complete icon, no errors. It does appear as the hard drive is active as it stays light 100% of the time with no flashing. How long do I let this run or what's my next step?

 

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

I'd just like to thank you for raising the question, at least, as it's let me know what the heck the light is for.

How you can have a phone with a flashing blue light on the front and not mention it in the manual is a little amazing (I mean, I just searched the PDF manual for the word "blue" and it's not there. It's not under the list of important signals at the front,
there's nothing pointing at it in the pictures of the phone...)
