Windows 10: Properties and Windows 10

I've been trying to run steam games on my new refurbished laptop, the game is compatible for windows and I've read that I need to change the properties in the local files, however the problem is even though my computer is on Windows 10 I don't have the option to select Windows 10 as it only goes up to Windows 8. I don't know how helpful this next part is but to explain what happens when I try to launch a game it says the game is running and then nothing happens and it won't launch, I've also uninstalled and reinstalled the game about 4-5 times now and it hasn't seemed to help. When I also try to run a compatability troubleshooters test I get a system error saying that the test could not proceed because d3dx9_37.dll was not found. It is then followed by another system error stating XINPUT1_3.dll was not found. It does find that it's an incompatability issue but I have no idea what to do with that information, this is long and confusing I know but I need help because nothing online seems to be about my specific system errors or how to properly fix my issue.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
