Windows 10: Randomly freezing, unresponsive. explorer.exe app hang?

Discus and support Randomly freezing, unresponsive. explorer.exe app hang? in Windows 10 Support to solve the problem; I also created a new user account and within 2 minutes, the problems started there as well.     As I had said, create a new admin account and logon to it.
    If the same problems persist in the new admin account, then it's time to do a Repair Install.
    Repair Install Windows 10 with an In-place Upgrade

    I just realized that on a separate profile on this laptop, I don't have this problem.

    But now, you said you created a new user account and you continued to have the same problem ?

    The 2 statements appear to be contradictory.

    Anyway, go ahead and do what you have planned to do.

    I had 2 users originally. The first one (user created when installed) is the one having the problem. The 2nd one which was created days after the first one, seems to be fine. After your suggestion, I created another, and it also has the same problem.

    Good.
    Logon to the 2nd admin account > use it to create a 3rd admin account.
    Logon to the 3rd admin account and see if you have the same problems.

  11. its ok to right click on the task bar then go to task maneger locate windows explorer and at the bottom of the window is end task

    I've done that. It stops for a few minutes then the problem persists. Same thing indicated in event viewer
