Windows 10: Receive Error Code: 0x80131500 when trying to open Windows Store

Whenever I try to open Windows Store, it tells me that it must be connected to the Internet and gives me error code: 0x80131500. I am connected to the Internet. I also am unable to connect to VUDU - all I get is a blank page when I try to run it. (See screenshots) I tried resetting my laptop and it worked for awhile, even after I installed all the apps I had on here previously, which is obvious since the apps came FROM the store. VUDU also worked briefly and then quit. I have the latest version of Windows 10 (1809), I've tried resetting the store and VUDU both - both came back the same as before resetting, both not working. I've tried making sure the Region is correct (English - USA) - zip. I see a lot of people having this same issue but no answers that actually work to solve the problem. Does ANYBODY have a solution that will actually get me back into the Store and VUDU?????????
