Windows 10: Reconnecting wifi every second on captive portal.

I have encountered an issue with Captive portal on computers with Windows 10 and 11. Tested it with few computers and different types of network adapters. Behavior for a different network adapters and their drivers is same but on a Win10 1607 I have not managed to reproduce the issue. Issue is tested on versions 21H2 and 22H2.The issue behaves like this: Computer that connects to wifi with captive portal and stays connected for a few minutes without registration will start to reconnecting every second and opening a splash screen Opens www.msftconnecttest.com then redirects every time it

Reconnecting wifi every second on captive portal.

I have encountered an issue with Captive portal on computers with Windows 10 and 11. Tested it with few computers and different types of network adapters. Behavior for a different network adapters and their drivers is same but on a Win10 1607 I have not managed to reproduce the issue. Issue is tested on versions 21H2 and 22H2.

The issue behaves like this: Computer that connects to wifi with captive portal and stays connected for a few minutes without registration will start to reconnecting every second and opening a splash screen (Opens www.msftconnecttest.com then redirects) every time it reconnects and registering a new connection in EventLog.

It usually takes 5 to 10 minutes then jumps to reconnecting loop. Interestingly computers that were connected to other network and then connected to captive portal have different timing for entering into the loop. It usually takes 2 minutes to reconnect then 20 seconds and then jumps into reconnect loop.

This behavior is not limited to our network as user have encountered this behavior on different places (public wifi etc.). Once it gets to the reconnecting loop only two things are temporary helping. 1st is to restart computer and 2nd is restarting the service "wlansvc". Both solutions sadly are not permanent and will only reset the timers before entering the loop again.

Once the computer is registered on and Wifi status has internet access then network is working fine and stays connected.

From logs on APs we can see that client disconnected on his own request.

Event viewer is not logging any error only shows warning about LSO (EventID 6062 - Lso was triggered) telemetry (EventID 7021 - Connection telemetry fields and analysis usage).

WLANAutoConfig log shows reason for disconnecting "The network is disconnected because the user wants to establish a new connection" (EventID 8003 and ReasonCode 3).
