Windows 10: Recovery, your PC needs to be repaired

I received this message on my PC and it says the Boot Configuration Data on the PC is missing or contains errors. File: \boot\BCD, error code: 0xc000014c. It goes on to say I will need to use recovery tools and if I don't have any installation media to contact the manufacturer. How can I fix this or can I fix this without losing all of my data? I assume I will have to operate in safe mode to work any fix and attempt to recover the data, so can I recover my data while in safe mode? I do not have the media discs for the PC and I do not think they would work even if I did since the PC was initially loaded with Windows 7 and was upgraded to 10 about 2 years ago. I was having problems with another of my PCs and learned that because I have upgraded to 10 the drivers, etc. that were initially loaded can no longer be downloaded from the manufacturer so I would not be surprised if that would be the same for the OS now that I am on 10. Is there a way to repair the corruption in the OS (if that is the case) without losing all of the data on the PC? It started with my PC being non-responsive while it was sitting and not in sleep mode. When I could not get it to respond I tried using the task manager but that would not work so I had to power it off. When I powered it back on I got this message.

Microsoft software download website. To create an installation media and use it to repair your computer, follow the steps below:

• On a working PC, go to the
  Microsoft software download website.
• Download the media creation tool and then run it.
• Select Create installation media for another PC.
• Choose a language, edition, and architecture (64-bit or 32-bit).
• Follow the steps to create installation media, and then select Finish.
• Connect the installation media you created to your nonfunctional PC, and then turn it on.
• On the initial setup screen, enter your language and other preferences, and then select
  Next. If you're not seeing the setup screen, your PC might not be set up to boot from a drive. Check your PC manufacturer's website for info on how to change your PC's boot order, and then try again.
• Select Repair your computer. You will then be able to perform Startup Repair to repair your PC.
  
• On the Choose an option screen, select Troubleshoot >
  Advanced options > Startup Repair.
• You can also use the installation media to start your PC in safe mode or reset your PC.

Step 2: Download Windows 10 ISO/DVD/USB

• Microsoft - "Download Windows 10"
• Create Installation Media(ISO/DVD/USB)

Step 3: Repair your system (Use installation media to restore your PC(System))

• Follow steps from:

• There you will find a bunch of recovery option.
• The best suited is "Use installation media to restore your PC"
