Windows 10: Red Border upon Waking - Windows 10

For a long time now I think since I had to replace my corrupted C Drive & reinstall windows, when my PC wakes up, it takes several seconds to connect to the internet when before it was instantaneous and when it finally does after 5 to 10 seconds, it flashes this thin red border along the edge of the screen for a second. Additionally, until the internet reconnects, my mouse really lags or jumps around though that may be an issue with Logitech and a requirement to be connected to the net, I don't know. I'd like to know why it's doing this and how I can resolve it....and apparently th
