Windows 10: Refund or exchange apps (not xBox stuff)

I bought the Pkpass app from Microsoft Store Online that does not work (stupidly did not read reviews first) and want to get a refund or exchange it for Wallet Pass (the trial version works). Not much $ involved but would like to get something that works for my $. Can't get through virtual assistant to other Microsoft help?

Delisted or Re-listed apps - Refunds?

Two things:

• Games like Battle for Hoth and others that were delisted are no longer re-downloadable. This is BS, especially without a way to backup apps, app data, or get refunds.
• Games like Doodle God. Converted from a regular game offering to an XBL title, and the origional was de-listed. Leaving me to pay for the new one again now that I have a new Windows Phone.

This is probably the worst BS I've even dealt with regarding digital content. The XBox 360 handles this stuff nearly fawlessly. WTF!?!?!?!
