Windows 10: Refurbished computer new OEM license.

Hi all,I received a refurbished computer, but it came without a Windows license.Is it legal to buy an OEM license and activate it on a refurbished computer or are OEM only for newly bought computers?Is there any site or document with this information?thanks in advance.

Refurbished computer with no Win10 license.

I recently purchased a refurbished HP laptop from a discount online seller. (WOOT.com, if your wondering.) When it arrived, the log-in screen was locked on the Admin User and the computer had come with no paperwork to get the password. After doing a Factory
Reset to get in, I found out the Windows license wasn't activated either. I contacted the seller & they were of no help and only offered me a partial refund to cover 3/4 of the cost of a new license.

I used several programs to find the license in the BIOS, but it was a dead end. It only let me know that there was an unregistered version of Win10 Pro installed and I needed to install a licensed version of Win10 Home.

I purchased a new copy of Win10 Home from Amazon to get the new product key. But, not knowing there was difference, I bought an OEM version. Upon receiving it, I opened it to get the new product key. After being denied, after trying it several times, I did
some research and found out that OEM are for new builds.

Is there anyway to format the whole computer and start fresh with the OEM installation CD; or am I now out the $100 and required to buy a NON-OEM version?

If not, I will be purchasing retail version Win10 Home (from Microsoft this time). Will I need to format the hard drive before installing it or will the new Win10 Home overwrite what is installed already?

PS: Based on this image from here, I think it's OEM legitimate and has the same allowances.

There is lot of information and discussion on Refurbished licenses (research links posted) and Downgrade rights, individually. But, I don't see a clear view on whether these Refurbished Licenses are equivalent to OEM and also include downgrade rights?

Does the Refurbished License/ COA qualify as OEM and hence have the same eligibility for Downgrade Rights?

If so, then which ISO/ Media would one need (from original OEM or Refurbisher??), how would one get the License Key/ Product Key (from Refurbisher or OEM or MS?) and install and activate such a downgrade OS on such a machine under this program?

You may look at envelope and its content. Boxes have USB inside. OEM - DVD.

If you are suggested to buy OEM with electronic delivery, this highly likely is spoofing.

There are to classes OEM - DOEM (Direct OEM) and ordinary OEM.

The first is a large bunch of licenses Microsoft sells to large computer producers - HP, ASUS and so on. Such licenses will no distributed separately, only with computers.

An ordinary OEM is a cardboard package with installer's license sticked on it. Can you imagine a way to download it? I can't.
