Windows 10: regular hesitation

I did a clean install of Windows 10 on my Lenovo Flex 2-15. Since that time I have a regular hesitation in all cursor movement and any other processes, even while I am typing this every few seconds the computer stops as though there is some other process going on. I've tried all the recommended fixes found on websites when the query is "mouse hesitation in Windows 10." I've looked through the event manager and haven't found anything unusual or regular. There were no programs or downloads remaining on the computer when I installed Windows 10 so I suspect it is something to do with the system. Can anyone help? Thanks.

Still not working

I am a Systems Engineer (entry-Level) and I am having this issue. I have followed all the steps that were listed, even created a new user account. This is for a customer. When I followed the steps, before creating a new user, i kept changing the path to point to the correct place. The second time, and following, I ended up getting the 2 SID's, one with the .bak. Followed the steps to delete the regular one and rename the .bak. restarted and still signs in as a temp profile. So I ended up cfreating a new user and still get the same Temp profile issue. Could you suggest something? Thanks.

Why is my mouse dragging / hesitating?

I installed Norton Security and thought that might be causing the hesitation but when I temporarily deactivated Norton it didn't make a difference. I have tried another mouse but had the same problem. I thought it might be my WiFi service but my other
computer isn't having the same problem. Any suggestions?
