Windows 10: Reoccurring Windows 10 Issue Glitching

I honestly don’t know how to descibe this issue. Heres a video of what happens: https://kapwi.ng/c/t4jboIkx

This also occurs in window apps like Netflix if I try to search for something or scroll. I don’t have an external mouse. I’ve tried restarting and diagnosis test for hardware it passed all of them. It’s only an issue with window apps. Everything else works perfectly fine. I had this issue two months ago and it suddenly went away and now its suddenly back. I’d really appreciate help because this is driving me crazy.

Glitching After Updating To Windows 10

Display errors might have caused by an incompatible drivers. For us to isolate the issue, we would like to know the following:

• What is the
  build number and version of your Windows?
• When you say glitch, does it mean that the screen flickers?
• What troubleshooting steps have you done so far?
• What is the make and model of your Windows 10 laptop?

In the meantime, we suggest that you update the graphics driver of your Windows 10 by following the steps given on this article:

Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK

It's basically what I mentioned above, small issues here and there ,but nothing to end your day.. for the most part.

I know it's anecdotal, but for my experience 95% of the time it's perfectly fine. The issues I've run into wouldn't be enough for me to roll back , but they would be enough (had I not installed it yet) ,to avoid it for another couple weeks which is why I'm suggesting it to the OP
