Windows 10: Repeated Failure to Update, stuck on version 1809

Windows is repeatedly failing to update. It's becoming a very serious problem.

I've used both the normal update process and Windows Update Assistant.

I've run the troubleshooter for updates and it says it's resolved some issues but doesn't show me what they were. But if I run it again immediately afterward it shows the exact same problems being "resolved."

Here's how the update process goes every time:

Starts with a slow download of the update, then slowly preps for the update. I'm prompted to restart the computer to install the update. I do so and the computer restarts, the update begins installing quickly to 30%, then it restarts again and goes to roughly 48% before skipping to 60% and then going back to 57% before restarting again and failing and going into a nearly instant transition to the "Undoing Changes" screen for boot-up.

I can't figure out what's wrong. I believe that this failure to update is related to my other issues in which I can't access Task Manager even with "Run as Admin" because it's "been disabled by admin" and I can't access power options like restart or shut down without signing out of my laptop. This is my personal computer and it's concerning I can't use those functions.

Versions 1809 and 1903 failure to update the system reserved partition.

I've experienced repeated failures to update from Windows 10 version 1803 to version 1903. I receive an error message: "We couldn't update the system reserved partition." The update history shows error # 0x80240034 for failed attempts to update to version
1809 on ‎3/‎12/‎2019 and repeated failures to update to version 1903 in May and July, 2019.

Isn't the "reserved partition" totally under Windows 10 control? If it's full doesn't Windows fix it? I've had two lengthy chat assistance sessions (#1477323951) that ran MediaCreationTool1903 that seemed to reinstall Windows 10 but failed to complete the
update. Both "Ariel B" and "Joey " bailed on me, Ariel after insisting I rate her service before the fix, which failed, completed. Joey just closed the assist window and disappeared with no explanation. Testy robots or tired techies?!

Repeated failed attempts to install 1809

My Lenovo desktop has repeatedly been trying and failing to install update 1809 since October. The most recent failure was yesterday (20th January) which failed with error 0xc19001e1. Previous (multiple) attempts failed on 14th January with error code 0x80070643.
The last successful update to Windows 10 was a quality update to release 1083 which successfully installed on the 18th January.

The exact messages associated with the last 2 failed attempts to install 1809 are:

Feature update to Windows 10, version 1809

Failed to install on ‎20/‎01/‎2019 - 0xc19001e1

Feature update to Windows 10, version 1809 (7)

Last failed install attempt on ‎14/‎01/‎2019 - 0x80070643

Any suggestions?
