Windows 10: Request for help with error 0x800f081f

Hello,Not sure if this has been asked on the community or if this is the right place to ask, but would like to try my luck here.Context: I was trying to install Visual Studio Enterprise 2019 for my school work, but the installer was not able to launch - upon double-clicking the installer, a window popped up showing that it's extracting something bootstrapper?, ask for permission, gave permission, then nothing else happened after that. Tried everything from restarting to checking updates and switching off firewalls, asked for help and the help chat person suggested if it might be a system pro

I have followed the instructions below until i get to set 2. and it is just jargon to me... what does mount the iso image that's created in step 1?

Is there a simple youtube video i can just follow?

To fix the error codes for Windows 10, follow these steps:

1. Download the Windows Media Creation tool, and create an ISO image locally, or create an image for the version of Windows that you have installed.
2. Configure the Group Policy as in Method 2, but also follow these steps:
   1. Mount the ISO image that's created in step 1.
   2. Point the "Alternate source file path" to the ISO sources\sxs folder from the ISO.
   3. Run the gpupdate /force command.
   4. Add the .Net framework feature.
