Motion blur is an appealing feature that would greatly enhance the customization options in mouse settings, particularly for gamers who highly value it. While tools like CursorFX offer this functionality, they often come at a cost and may exhibit glitches. I am Jaspreet Singh an independent advisor.

The only option for normal display will be to switch on cursor trails in mouse settings but I would not consider the visual as motion blur effects.

There is a paid third party app called cursorfx that can do it though
