Windows 10: Reset Laptop, stuck in Just a Moment loop.

I recently bought a laptop to kill the time when I'm not at work because my main tower is awaiting new parts. I turned it on today just to see it was installing a new update, yet it was working fine the night before. I got the infamous "black screen" and tried all the steps I could find, to no avail. Then I tried factory resetting it to see if it could fix the problem, but after choosing a language, and selecting whatever nessecary yes, I have a USB for Boot/clean copy of W10 but everytime I select THAT IT loops back either into keyboard language, or I select restart PC just to be stuck in a

Just a moment loop on my PC

I had reset my pc and now its stuck at the just a moment loop. It tried most of the advanced settings.

Laptop Reset Loop

I decided to reset my laptop that i am using using an hdmi, because of broken lcd, i fully reset the laptop then when it turned on its stuck on a loop 64 % installation then restarts, then does the loop over and over again everytime i boot it up. is there
a fix for this? i use this laptop for programming so its important to me.
