Windows 10: Restart loops

So I factory reset my laptop (Dell Inspiron 15). I was planning on selling it but now I have a problem. When I boot it up it goes back to as if it had no owner and ask for info, fine that's what I wanted.


The problem is that it loops, after it ask me to connect my wifi it takes me to a screen that's called "Why did my PC restart?"

It then gives me the options


• make sure PC is plugged into

• if it uses wifi then connect

• If no wifi is used insert network cable

•once connected clock next to install updates


And I do, I connect to my wifi, have it Plugged in and press next. Then it says "Just a moment" in white letters on a blue screen


It stays like this for a couple minutes then eventually it stops, turns off, restarts, takes me back to the screen to enter location and language info, I enter it, and it's back at the "Why did my PC restart" Screen telling me to connect to wifi and press next to update


Ita been doing this for a while now and i can't figure out how to fix it
