Windows 10: Restart not working

My friends PC is having a problem with the restart function. When doing a restart say after an update has been installed which requires a restart the machine says restarting the basically shuts down almost like going to sleep the power light is still on. To complete the restart he must do a hard shut down and then power up the PC. Anyone else have this problem or an answer? The PC is running windows 10 vs 2004.

The tutorials provided are just a list of troubleshooting steps. Use only the steps which apply to you.

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it

Thanks for your patient help and analysis, zbook. I'll step through some of your suggestions over the next few days - there's a lot to do and some look a bit hairy! That is, for a PC that is working sweetly right now...
