    Kaspersky could be a possibility.

Solved - It wasn't Kaspersky antivirus. See post 14 here Firewall Disabled Bug?

Hi Shawn. I have a problem with Defender security. Defender firewall and antivirus appear to be fine but I believe there is a problem with Windows Defender Security Centre.
For example in your option 3 above, all the options in the bottom of the window of Firewall and Network protection example are greyed out and cannot be accessed. In addition, the Security Centre appears to not be able to replicate what the Firewall is doing. In other words it says that it is off, when in fact it is on as viewed by looking directly at the information as indicated in the examples at the beginning of this tutorial. Is there any way I can repair the Security Centre or have you any ideas of what to check. (Home Edition - no group policy).
    Thanks

    Hello Parson, *Smile

Your specs show that you have Comodo installed. It could be causing an issue for this.

Are you able to set this using any of the other options in the tutorial?

I have used Comodo for some time but around early December when I updated to 1709, Comodo updated as well which resulted in errors in the Event log that according to Comodo have been sorted with the latest update - which they have not. As a result I thought I would try the Microsoft Security and disabled all the options in Comodo. The Defender software took over and updated the antivirus and is running ok. However, the Defender Security Centre tells me that no firewall is in operation but Defender Firewall says it is. In fact the Security centre says that I must enable Comodo Firewall as I am not protected. When I enable the Comodo Firewall the Security centre tells me everything is fine and Windows Security then tells me that both Firewalls are in operation! Totally confused!

It sounds like you're fine if it shows as turned on in option 1, but some confusion with the 3rd party program causing this issue.

    Shawn.
The PC took both options one and two and the icon now appears in the task bar albeit with a red cross, so that is an improvement. So are you saying that if I totally uninstall Comodo (not a 5 min job), Windows Defender Security Centre will then start to recognise that the Defender Firewall is active?

No guarantee on that, but it's worth a try.

Does it show Windows Firewall turned on like in the screenshot under step 2 of Option 1? If so, then it's active.

Yes, the information is the same so it is active. Icon in task bar disappeared today.

I will remove Comodo using their uninstall tool and let you know the results.

Thank you Shawn, that appears to have worked. Strange that despite turning everything off in Comodo there must have been something running in the background that the Defender Security Centre didn't like.
One final point if I may, what is the best option to ensure the Icon appears in the task bar. I can get it there by running MSASCuil.exe but it disappears after a restart? It is kinda reassuring to see a little green tick indicating all is OK.
