Restricting the programs a teen and install and uninstall

    Hi,

I wonder if someone can advise me. I want to give my teen son a PC experience that is as close to being a local adminstrator as I can make it, while still making sure he cannot access unsuitable content.

    Specifically, I would like to:

    • Give him the ability to install and uninstall whatever likes, just as a local administrator would be able to do.
    • Except, I want to designate certain programs that he is not allowed to uninstall (for instance, parental control software).
    • Ideally, I'd also like to prevent him from installing certain types of programs, for instance VPNs.

He's a keen gamer and programmer. So he's installing and uninstalling things all the time. And that's fine. As long as he stays within certain parameters (no evading the parental controls, no installing VPNs etc), I don't want to stop that.

But I do want to be able to set those parameters. I know I could probably achieve this with Active Directory. But I don't want to install a server on a home network just to fix this: that seems like overkill.

Can I achieve my goals Windows 10 Home?

    Thanks

    Jim

    :)
