Windows 10: Right click not working in Explorer

Discus and support Right click not working in Explorer in Windows 10 Support to solve the problem; I took a screen recording of the issue, is it ok to upload (35 seconds-5mb) and post here?     Excellent, I will post it here.

    Here is the video zipped up of the issue I am having, you can see where I am in my PC and trying to right click a folder, then you can see how the menu appears then bottom icons flash and menu disappears, I repeated this on the other folders.

    Saturday (Tomorrow) I am going to attempt the in place upgrade for repair as suggested by dalchina, and see if fixes, if not clean install here we go lol

    I used VLC for playback, works fine.
