Windows 10: SCEP Certificate enrollment initialization for WORKGROUP\DESKTOP-76LBM61$ via...

I am at my wits end. I've taken this to the shop for random freezes, they reinstalled windows, things worked fine for a few days, and it froze again. I updated AMD Chipset drivers and scanned for bios updates for the motherboard. It lasted a week before it froze again. Everytime it freezes - this error pops up. I don't do anything crazy or dumb on my computer. Reboots just fine, all my components are compatible via pcpartpicker. I've had this issue for the last 6 months or so. How do I fix SCEP Certificate enrollment initialization failed on a Windows 10 Pro laptop that connects with other personal Windows devices through a personal workgroup not using Windows Server on any devices? The devices in use are Windows with OS accounts with the same account names and passwords to connect between the devices.
