Windows 10: Screen Flickering At The Half Bottom Of The Screen

Following a similar problem that was reported a few years before."I have a strange problem where the bottom 1/2" of my screen began flickering suddenly. I have already disabled all background apps, switched to the basic screen driver, and restarted my computer multiple times. The flicker is where the task bar normally sits, but I've move the taskbar which is fine but the bottom 1/2" of the screen still flickers. I was not in the middle of any upgrade or installation when this began suddenly happening. I've also run my computers diagnostic tools which come back without

2. Have you connected any external monitors to the computer?

Changing The Screen Refresh Rate.

1. Right-click on an empty area on your desktop > Click on
   Display settings > On the right-pane, scroll down and click on
   Advanced display settings.
2. Click on the Display adapter properties for Display 1 > In the next window, go to
   Monitor tab > Under Screen refresh rate drop-down menu, try changing the desired Hertz rate.
3. Restart the computer after changing each rate and check if the issue persists.

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.
