Windows 10: Screen flickers on Windows 10 machine

I have two monitors on my Windows 10 machine, both of which flicker every couple of minutes. If I'm engaged in some kind of I/O operation, like entering data, the flicker always disrupts what I'm doing.

Steps I've taken already, based on internet articles I've read:

• Updated video card driver
• Disabled two Windows services:

(1) Problem Reports and Solutions
(2) Windows Error Reporting Service
I also read that the iCloud application can cause flickering, but I don't have that app installed. Some video tutorials recommend uninstalling Microsoft Visual C++, but I have quite a few (23) installations of Visual C++, starting with with a 2005 version through a 2017 version. There are obviously many installed apps depending on these installations, and I am extremely reluctant to uninstall every app on my system one by one just to determine which might be causing this problem.

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

I understand your query. I suggest you to follow the steps to get out of safe mode.

• 
  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.
