You can certainly try startup repair using Win 10 installation media- whether it will work in your circumstances I really can't say.

I vote for flashing the BIOS. I just experienced this recently and fixed the issue by flashing the BIOS.

    Screen won't start

Since my problem was not related to Windows 10, I posted the step by step process that I used at Bleeping Computer. I could find a link for the thread, but the bottom line is I succesfully unbricked a laptop.

It sounds like your computer does not do anything, so flashing the BIOS is simply the process of re-starting the basic BIOS program all over. In order to do this successfully it takes a good computer with an internet connection, a USB stick, and you must open up your computer and remove the CMOS battery. It is complex, but it only takes a few hours.

Be very careful whenever you mess with the BIOS, you can easily render the PC totally inoperable. Flashing the BIOS is the very last procedure to try if you have ruled out everything else. I am stepping out now, but if you are still having this problem when I return I will find the link to the thread that I started over at Bleeping Computer.

Your BIOS settings have nothing to do with the fact you have changed permissions on your hard drive. At least, that's what you SAID you had done.

Please can you confirm that you see ABSOLUTELY NOTHING on your screen when you start your PC, and cannot even get into your BIOS settings (if you're using BIOS). If that's what you truly mean, then
    - both your BIOS (or hardware) isn't working
    - and you have changed permissions on C:

I find it hard to believe both are true..

If that is true, what connection is there between that and you saying you had changed permissions on C:?

Nope, you're right a system restore wouldn't . Though what he did shouldn't stop him from starting his system up, I just try what he did and was able to load windows . A repair reset options will at least get him to load windows if he can't now and get some of his data . But in the end you're right he should create a W10 disc and do a clean install

If a Repair System Reset get you back into windows? Get your data and then do a clean install with a windows iso disc or usb which ever . Once you have your system up and running the way you want it do a Backup Image of your system with Macrium reflect free, this why you wouldn't have the headache you now have

    Macrium Reflect Free
