Windows 10: Scrolling is uncontrolable

Hello ! I have a terrible problem , It's been a week since i first saw this problem , whenever I scroll down it goes up a few lines and when I scroll up it goes down a few lines and it is hard th scroll up or down or in games to zoom in or out.

If some one can help me I will be extremely grateful .

windows defender uncontrollable scrolling

I havea Acer Aspire laptop running Windows 10 and Defender which came pre-installed. When I open Windows Defender the screen scrolls uncontrollably and I can't click on any options except the categories on the side. Please help.
