Scrolling problem, is it a bug or a consistency issue?

One of a couple annoying things with Windows 10 (maybe with other versions too, I'm not sure) is this: - When I open the Task Manager with focus on the Processes tab, which has processes that go beyond the initial "window", if I use my mouse wheel while it's just hovering over the Task Manager it scrolls right away, and that's great! - When I open the Start menu, if I use my mouse wheel it doesn't scroll while hovering... I have to click on a blank area of the menu or its scroll bar for the wheel to work there. Is it a bug? Or merely one of those infamous Microsoft/Windows inconsistencies? Is there a way to fix that? TIA. Windows 10 Pro 20H2 19042.906

    Hola Paultx,

The issue you have posted with the start menu happened to me sometime ago, when I changed the synaptics touchpad driver to newer. What I did is just switch to the old driver and everything is so far good.
I can suggest you to look at the mouse and touchpad settings and if you can't find anything to adjust, try with another driver and be ready to rollback.
