  1. SearchUI.exe and RuntimeBroker.exe crash when opening Control Panel in Category View

Hey everyone first post here on the windows subreddit. I have tried searching for my issue and while I found many answers regarding SearchUI.exe, Cortana, and the Control Panel I haven't found anything specific to what I am experiencing. I've run into a strange issue that I can't seem to figure out I'm hoping some of the more knowledgeable users can help me with.

So im running Windows 10 home edition and have all the recent updates, the last few days I have noticed then when I open control panel my search icon on the taskbar stops working. When you click on it, it opens the search window but nothing is displayed just a gray window and then the window disappears. When I click on it again the search window is there ready and waiting for me to enter something.

When I look in the Event Viewer I have two exe's there are crashing, RuntimeBroker.exe crashes first and then the SearchUI.exe crashes seconds after or just whenever I go and click the search icon again. I'm not sure if this matters but when I observe SearchUI.exe I see that it is suspended but when I open control panel a second SearchUI.exe starts and they both begin running and then one of them crashes causing the error. This is only happening after I open the control panel in category view (which is the default) and it happens every time I open and close control panel.

If I switch to small icons view then the errors cease and my search button works correctly no matter how many times I open control panel whereas with category view I get two errors every time I open it plus the search button stops functioning. So I have a fix of sorts by switching to small icons view but I guess I'm just confused why this started happening in the first place and why category view would throw errors while small icon view does not.

Ive tried Sfc /scannow and Dism online restorehealth but I don't have an integrity violations when I run those commands. I've tried testing in Windows Safe Mode and the problem doesn't occur which I find strange because Cortana is running in safe mode and both errors point to Cortana as being the faulting package. Is this something that I have done to cause this issue? Is there any way to fix this issue without reinstalling windows 10? Is this a known bug that I should ignore or wait for windows update to fix?

Any insight would be greatly appreciated, thanks for your time.

    The Control Panel (Category View)

My apologies, Brink but I still do not get it.

The steps for both options are identical, the only difference is the location of the desired icons will need to be accessible for all users for Option 2. That's it.

Moreover, both the Mail and Flash Player (32-bit) applets are not listed in the list of Control Panel items for both options.

    Regards,
    Andrew
