Windows 10: Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package...

Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package KB2538243 not installing in Windows Update. Windows Update shows this as installing and greyed out at the same time. This is disabling other updates from installing and appears to be preventing other programs from installing outside of Windows Update.

I am trying to update Windows 10 and I can get Security Update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package (KB2538243) to download but it won't install.

My questions are:

Do I need this update?

If not, then how do I get rid of it and stop Microsoft from downloading it and trying to install it?

I've tried numerous things and nothing seems to work.
